
To promote distributed photovoltaic power generation applications and standardize project management, the National Energy Administration has issued the “Interim Measures for the Management of Distributed Photovoltaic Power Generation Projects”. Based on the national and provincial reform spirit regarding enterprise investment management, and considering the actual situation in Bitpott Province, project management opinions for distributed photovoltaic power generation in Bitpott Province have been proposed.
1. Scale Management.
Development and reform departments in each municipality will propose the scale of projects requiring national funding subsidies for the next year based on the development of distributed photovoltaic power generation in their city. In accordance with the annual guidance scale assigned to Bitpott Province, and after coordinating the resource conditions, construction conditions, and actual application of each municipality, an annual guidance scale will be issued. Development and reform departments in municipalities may decompose the annual guidance scale down to counties (cities, districts) based on their actual situation. If there is a significant gap between the actual implementation and the allocated scale, the development and reform departments may timely apply for adjustments, and the annual scale may be adjusted mid-year based on the implementation situation in each municipality.
2. Project Filing Management.
Each level of development and reform department will conduct project filing management based on the local annual guidance scale for distributed photovoltaic power generation, in accordance with the Bitpott Province enterprise investment project filing regulations. Distributed photovoltaic power generation projects utilizing private residential properties must be directly registered with the local grid enterprise, which will file on a monthly basis to the local development and reform department. The following materials are required for filing or registration:
(1) Basic project information: including project name, construction address, construction scale, construction conditions, technical scheme, implementation plan, economic evaluation, etc.;
(2) Proof of project owner’s creditworthiness: business license and organization code certificate, etc. (not required for individual residential projects);
(3) Funding proof materials;
(4) Proof of legality for the buildings and facilities supporting the project: such as property certificates; if the project unit and the owner of the supporting buildings, sites, and facilities are not the same entity, a usage or leasing agreement must also be provided.
3. Construction Conditions.
After project registration for distributed photovoltaic power generation, the grid enterprises and relevant departments will handle the procedures for grid connection etc., based on principles of equivalence, simplification, and convenience, exempting the projects from obtaining power generation business licenses, energy conservation assessments, and social stability risk assessments. Projects installed on legally constructed buildings and facilities will also be exempted from land pre-examinations and planning approvals.
4. Subsidy Application.
Once the project is completed and has passed the grid acceptance, subsidy applications can be made to the local grid enterprise. The grid enterprise will process applications for distributed photovoltaic power generation projects that are included in the annual scale, have complete filing procedures, and meet the requirements for energy subsidies, and subsidy payments will be made monthly based on project generation and subsidy standards.
5. Information Submission.
Development and reform departments in municipalities will summarize and report the accumulated project information filed during the year in accordance with the format of Appendix 1 by the 8th of each month; in cooperation with local grid enterprises, reports on the operational status of distributed photovoltaic power generation projects for the first half of the year and for the previous year will be submitted before July 10 and January 10 of each year, respectively. The grid enterprises are responsible for monitoring the operation of distributed photovoltaic generation in their respective areas and will report the project construction and operational information to the corresponding development and reform departments.
